Construction Operations Manager
Role Purpose & Scope
The Operations Manager serves as the central coordination hub for BAAC Construction's field operations across Civil and Telecom divisions. In this leadership role, you ensure projects are properly staffed, equipped, scheduled, and supported so field teams can execute safely, efficiently, and profitably.
You translate executive strategy and project plans into structured execution by aligning manpower, equipment, certifications, and resources across all active projects. Your focus is operational excellence, safety, and consistent delivery.
Core Duties & Responsibilities
Oversee operational planning from estimating handover through project completion.
Coordinate crew allocation, Foreman assignments, and production targets across Civil and Telecom divisions.
Manage equipment scheduling, utilization, and logistics, including specialized HDD (Horizontal Directional Drilling) and Hydrovac assets.
Monitor project performance and proactively resolve resource conflicts or operational bottlenecks.
Ensure all projects are supported with required materials, documentation, and certifications.
Maintain systems that strengthen field readiness, communication, and accountability.
Identify workflow inefficiencies and implement process improvements to enhance productivity and reduce waste.
Leadership & Supervision
Provide direction, coaching, and operational support to Superintendents, Foremen, and field teams.
Establish clear expectations for performance, timelines, and accountability.
Support recruitment efforts and workforce planning to ensure proper staffing levels.
Promote cross-training and skill development to build a flexible, high-performing workforce.
Reinforce BAAC's culture of teamwork, professionalism, and ownership.
Ensure compliance with company policies, client requirements, and project specifications.
Health, Safety & Environmental Leadership
The Operations Manager plays a critical leadership role in maintaining safe, compliant, and organized worksites across all projects. This position ensures operational planning supports safety, crews maintain required training and certifications, and field leadership upholds BAAC's safety standards.
Key responsibilities include:
Ensuring projects are staffed with qualified, trained, and competent personnel.
Verifying required safety documentation, certifications, and orientations are completed.
Supporting incident investigations and corrective action implementation.
Monitoring compliance with Occupational Health and Safety (OHS) standards, personal protective equipment (PPE) requirements, and safe work procedures.
Promoting a proactive safety culture through planning, communication, and accountability.
Coordinating with HSE leadership to maintain regulatory compliance and audit readiness.
Financial & Schedule Accountability
Maintain strict operational cost control targeting 5% budget variance.
Monitor labor, equipment, subcontractor, and material costs.
Ensure project schedules are updated and maintained with 90% milestone adherence.
Coordinate procurement and mobilization timelines to prevent delays.
Identify cost risks early and implement corrective strategies.
Reporting & Communication
Maintain consistent and accurate operational reporting across all projects.
Ensure clear communication flow through the established chain of command:
Crew Foreman Superintendent Operations Manager Director of Operations
Provide regular operational updates including production metrics, risks, and resource needs.
Act as the primary escalation point for field issues requiring immediate resolution.
Communicate with clients, inspectors, and partners regarding operational matters.
Participate in planning meetings and coordinate short- and long-term resource forecasting.
Skills & Certifications
Required:
Extensive experience in civil construction, utilities, or telecom infrastructure operations.
Strong knowledge of construction sequencing, resource planning, and risk mitigation.
Proven leadership experience overseeing multiple crews or projects simultaneously.
Ability to interpret drawings, specifications, schedules, and cost reports.
Excellent organizational, communication, and problem-solving skills.
Preferred:
Valid safety certifications such as CSTS, First Aid, Ground Disturbance, or equivalent.
